receive messages.
I was (am) looking for a service that provides the transport to/from cell
carriers and the PSTN network for the messages themselves.

Although you mention service and people have said about twilio and other
similar services, sms reception/transmission on a pstn DID can be done
with asterisk.
Most DECT phones support this feature by setting an smsc number.
When a call comes from the smsc number the DECT phone 'automagically

Try SMSified: http://smsified.com
It's run on the same network that runs Tropo, but the API is easier to use.
