I have set an extension in sip.conf to have a password and configured the
phone accordingly. Then I have edited the sip.conf again and removed the
password and reload the asterisk, but the phone can dial or dialed.

initial invite is accepted on that basis.
You can use tcpdump or (my preference for these kind of things) sngrep
to verify.

Is there any workaround (no matter about config).
We needed to mimic Cisco behavior: phones with inappropriate config must be
prohibited to dial nor dialed.

That statement is the error you're having. The config is appropriate for
an extension that should not be authenticated. This isn't so much an
asterisk issue as a user issue.
You can either comment out the entire extension, or you
