Why don´t you try to change this line:
qualify=yes
to this one:
qualify=3000 or 4000
I think that the problem could be in the time that Asterisk uses to look at
the another peer.
Try it and tell us.

APIC from the boot in /boot/grub/menu.lst.

When I compiled the zaptel, I didn't use the command 'make linux26'
because its command was showing an error, like 'Stop.. no rules'.
Could be because of this that the cards are not loading in the same
order every time that I reboot?

I tryed to see the config in /etc/udev/ but I think its right, because
the cards are loaded, but only the order are changed.
