your best bet will probably to launch an agi script at exten => h,1 that
initiates a new call using either a .call file or the manager interface.
there are several messages detailing how to use both options on the wiki
and in the archives.

application because i need to verify callers (step 3 in the scenario)...

i am new to asterisk, and looking to develop an application using a
dialogic card. as far as i can tell, drivers for these cards are
available, but are not free. is that still true? if so, whom does one
contact about licensing?
