I poured over my logs most of the morning. I'm fairly convinced at this point the disconnect is coming from the Norstar 10 seconds after the call was initiated. This points to the 'T310' timer, similar to what is described here: http://www.cisco.com/en/US/tech/tk652/tk701/technologies_tech_note09

Hi, I dropped an asterisk server with a TE405P between a Norstar Meridian PBX and it's PRI PSTN connection. Everything seemed to work fine using a pass-thru-type dialplan configuration... except now we've realised that outbound calls to celphones get dropped upon connect, but not on every call (al
