I have fix the problem, i haven't notice that's in general i have
videosupport=yes
with this in sip.conf, it's doesn't disable videosupport :
[provider]
host=x.x.x.x
type=peer
videosupport=no
silenceSuppression=no
Now working with videosupport=no in general
