you can install a Zaptel dummy device driver, than you didn′t need Zaptel
Hardare but you can use the Meetme App.

then the one your running when you build it...

Or its not playing well with your USB hardware, which is what ztdummy uses
to generate the 1Khz interrupts that zaptel needs.

No I use chan_capi and H323 but not zaptel device.
So can I use it ?
When I lauch ztdummy I have some errors.

Uncomment ztdummy from zaptel/Makefile
make clean ; make install
modprobe ztdummy.
Restart asterisk, all fixed.
