Oh, and your priorities are wrong:
> exten => 911,1,Dial(Zap/g1/${EXTEN})
> exten => 9911,1,Dial(Zap/g1/${EXTEN:1})
> exten => _9XXX,1,Dial(Zap/g1/${EXTEN:1})
That should do it.

Try an underscore in front of 9XXX to invoke pattern matching:
exten => _9XXX,3,Dial(Zap/g1/${EXTEN:1},)
