LCR = Least Cost Routing
Routing a call based on the quality or cost of a route (PSTN term vs SIP to
PSTN term vs SIP to SIP) is actually quite common.

Here is your issue. Shouldn't you be sending the number you'd like to dial with
the call? Try this:
