1246463 is not the same as 246463. Note the missing 1
If you want to match what is being dialed then your extensions.conf
should look like this:
[default]
exten = 246463,1,Answer(SIP/8003)

in my extension.conf i set :
[default]
exten = 1246463,1,Answer(SIP/8003)
