Matt,I meant GSM cellular. I figured if I couldn't get POTS 911, a device that would do GSM celluar that supported using that device/channel for emergency calls would be acceptable (although, at this time, I don't think there are any home ATA devices like that).

The Sipura 3000 will do it, at meantioned by another users.I'm a
bit confused, however. If you want to avoid SIP/IAX for 911, then why
are you accepting GSM? Or are you talking about GSM cellular?
