As Felix said: put overlapdial=yes in zapata.conf. Also, make sure you
don't have a match on 123456 (or anything less specific), if you want to
match _123456XXX.

When calling from analogue phones, the whole number (6+3 digits)
does not come "ISDN-style" (=9 digits as a whole), but at first the 6
digits, and the 3 additional ones in the "INFO" field of the ISDN
protocol.
