I don't know spa3000, but in spa-3102, to transfer call to PSTN to asterisk i
change the following, i'm new in asterisk but i think it's correct:
PSTN tab,

outbound proxy: left blank

everything except set the right context. Try using default for
everything to get it working then separate as needed.

I resolved this - I'm in the UK, and the problem was due to the cable (you need a two wire RJ cable) - I replaced it and it worked fine.
