I think that you are loading the drivers in the wrong order. You can
change the order of loading are first define the E1 followed by the TDM400

I would suggest the following
- remove the drivers
- load them manually (zaptel, wcte11xp, wctdm)
Run:
Zttools - should show unconfigured cards.
Take:
/etc/zaptel.conf
span=1,1,0,ccs,hdb3,crc4
bchan=1-15,17-31
dchan=16
fxsks=32-35
loadzone = us
defaultzone=us
run:
ztcfg -vv
See what it is
