Yeah, I forgot to wrap the original proposal into a `(not ...)'. Since
I've never heard of `(featurep 'emacs)' I've now changed it to the more
conventional `(not (featurep 'xemacs))'.

I think so, too. However, I've yet to check the Biber patch. There is

release procedure documented in the Makefile. I omitted the
release-commit target and used TAG=2012-11-09 (you can use tags and
dates).
The normal dist target creating the tarball and zip distribution work
fine.
