You actually can. I did when I first enabled family sharing, but then turned off the shared payment option so now can't share apps.

Well, probably because it assumes that people who are joined in a family live in the same house. Plus, even though you can't share apps, you can probably still share any subscriptions, or have a shared calendar.

Then the issue is most likely that you reside in different countries, so you technically use different app stores.
