I don't know how up-to-date it is nowadays, but I used ProTalker Synth with NVDA (found here) before I switched to Vocalizer. Also, he could try this for pure Japanese reading with NVDA.

If he wants to study Japanese with a screen reader, he can just use the Japanese version of NVDA, that should work well enough. haha. I don't know anything about pc talker, unfortunately.
