You should not operate most modern computer-type equipment without a
three wire grounded outlet. Without some sort of ground, the shunt
capacitors in the power line filter (entry module) of some equipment
will "float" the chassis to 1/2 the mains voltage. This might be the
shock you're feeling!

You need to hire an electrician immediately to ground your outlets - at
least the ones where you have devices with metal enclosures plugged in,
but preferably all of them.
To save money you can alternatively install GFI breakers directly in
place of a 2-prong outlet, instead of install

Ethernet is not your problem here - it's transformer coupled so it will
not carry a DC voltage or create a ground loop (assuming you're using
normal unshielded cable). I did not realize you were trying to solve a
real problem here - I thought you were trying to do an "audiophile
hack".

worried about grounding issues. i don't want the ground of my PC hanging
on the same ground as my audio. I noticed whenever I touch my PC, and
touched my radiator (which has another ground) i get a shock. The only
way to get my audio "grounded" is through one of the radiators in the
same room, so

This is what i understand to be an optical isolator, but i don't think
it's what you are looking for.

Stab in the dark. Why not use an opto isolator from the pc? Put it in
between the in and output of the PC. That could get rid of junk noise.
Costs pennies but may work.

They are now on different electrical groups (sections) of my house.
