All the strings are set up to be translated now, HTML of tu.php has been
moved to templates and the worst of it rewritten (there's no longer a
massive function in it)

I know this patch is massive but the TU section was in a really bad
state, no real work could be done on it without a patch like this.
It's still exactly the same as when I first wrote it which is
horrible.
