This is not an amendment to the bylaws themselves, and as such does not
require any sort of vote. But I think this is rather useful to have, as
there is currently not a case of perfect clarity for the administrivium
involved in processing updates. As development of the bylaws happens on
this list, I'm sending it in here. Hope this change makes sense to all.
