it's my understanding that EFTPOS (which processes bank cards from savings
accounts etc) is actually a different payment processor than
VISA/Mastercard/Amex so it would be possible for EFTPOS to be offline
without affecting tap & go or paywave type payments from the credit card
processors.

built where no-one else is, such that they would account for the majority
of an expensive mobile sector.
