I just happened to have an active Jasper SIM in a device on my desk which
was working fine and can confirm after a power reset it won't come back up
(telstra.corp).

My taxi driver tells me that there are multiple CabCharge devices out since

If devices are connected, they are ok. M2M SIMs.
If devices need to reconnect and re-authenticate, then they have a problem.
Telstra are trying to fix the connection issue.
