Import function like the one you are doing should be
done when we need to import data in the tables which
usually dont need any other functions to run (Like BOM
tables).
When you want to create the Sales order from the
excel data then it is better if you just import some
of the stan
your question is not clear but as what i understand
from your question ,during the posting of packing slip
you must have selected (in the parameters/ quantity)
as PICKED. THis means that you should first post the
pick list for the qty and then post the delivery note.

Setup > Parameters > Updates (Tabpage) > Here check the check box "Set
Inventory transactions to 'picked'. and then see how ur prob is
solved.

Easy way to do it.
1. Convert it to csv file.
2. Open Administrator>Periodic>Data Export/Import>Definition Group
3. Create a new custom type Defn. Group
4. Select Table name, specify Path name
5. Select Field Setup, specify the field no
6. Run import
