Hi,
I think, there is no special handel for vendors created with the status "one-time supplier", it's just indicator. If you mean how this feature works.
First, you have to create new supplier to serve as a template for the one-time supplier.

Make sure that there aren't any payment journals that haven't been posted. If it's a case of a marked payment sitting out there with nothing attached (I've seen this a few times), then delete the line in the SpecTrans table and you'll be fine.
