Instead of creating a new service in C# .net, can't we use IIS? Or is
it possble to use MSMQ to do the same?

Yes, it is possible by using AIF you can update a record in Ms-CRM. For that
you need to develop a web service in C#.net which will point to AX Database and
using Application Integration Framework (AIF) you can update a record into
MS-CRM.
