I really don't know which the probably reason but it could be the amounts, I
mean if a Purchase Requisition is from $100 probably the parameters in the
workflow are that the PR do not need approval for that amount... it could be
more than $100.

I had tried it in AX 2009 standard it was working fine , same rights will be
occurred in SP1.
You have to check whether you have the rights in SharePoint group and AX group.

First, give the user an access rights from AX Client for this user (Emplyee or
whatever you want).
