If we have the business essentials license edition for AX 2009, can we access the role centers included via web interface from within and outside the company?? or do we need additional licenses?

You can run the Role Centers by installing Sharepoint Services vs. Sharepoint Server. You do not have to pay for Services, but there is a license fee for Server. You can access the Role Center and Enterprise Portal using Services inside the network or outside by using Term Services, VPN or
