If you mean WinAPI dlls (not active X or COM stuff) then:

DLL and DLLFunction (examples see class WinAPI).

> 2. Where are the Dll files placed (client or server)

Depends on where you want them to be executed. You can control it by
setting the RunOn-property of the calling class. E.g. call
WinAPI::getComputername() first on client side and then on server
side. You will see the difference.

> 3. If the DLL requires GUI where will we place it.

I'm not quite sure what you mean, but if your dll opens a dialog
window e.g. it should run on client side.
