I think that's an easy setting, if I have understood your question 
correctly.
You can use Trade Agreements for Purchase Price and create two lines 
for the same item. The first line defines the price for the first unit 
of measure, select it in the Unit field, then enter the price. Then 
create a second line, select the second unit of measure in the Unit 
field and then enter the applicable price.
It works for me - when I enter a new PO for a vendor and create two 
lines for the same item but with different units of measure, AX suggest 
the correct price for each unit of measure, according to the settings 
in the Trade Agreements.
