I understand your using out of box, but like I said the IEM vertical we
can offer really extends this to a great level, and in particular to
your question lifecycles exist. Meaning you can tie a lifecycle to a
task or milestone, and have these lifecycles help track, transition, and
drive the actual workflows of the task to milestones, etc. Again though
that is Not base DAX but through the IEM vertical add-on.

On top of that we would like the managers to be able to access the 
project reports and forecasts via the web. At the moment the only 
web based entry is hours but we would like to have managers enter 
forecasts via the web.
