I had a quick look.
Check method "ledgerAccountOK" on table "LedgerAccountControl".
On line 27 (V3SP3) where the logic is getting into a while loop for selecting records from "LedgerAccountControl", it is selecting records for all companies.
I think this is your problem.

No, I thought that was the problem but that Journal type is open to all
groups and all companies.
It is limited to Ledger acc to ledger account.
My users are going crazy as it is month end for them and they

(General journal -> Setup -> journals -> journal names -> journal
control)
