Added an option to make the method name lower case. By default wsdl2java
generates the code using the operation name of the wsdl. Rampart can either
add this option (i.e -lcmn ) or revert the earlier change.

We are using apache axis 1.3.
In our implementation we are retrieving DIME attachment in a SOAP call
which is continuously failing while reading the option data in the
header.
