Steps to reproduce:

1. Start Axis2 wizard in IDEA
2. Select 'Create a service archive' option
3. Select following options in 'Service Type Selection' screen
- Single service archive
- I already have services.xml
4. Select services.xml and specify class location. Then click on next button
Actual Result:

'Edit Service Descriptor' page is displayed
Expected Result:
================
'Resource Selection' page should be displayed
