Steps to reproduce:

1. Start Axis2 wizard in IDEA
2. Select 'Create a service archive' option
3. Select following options in 'Service Type Selection' screen
- Single service archive
- I already have services.xml
4. Do not Select a services.xml
5. Select service class location
6. Click on next button
Actual Result:
==============
Blank 'Edit Service descriptor' page is displayed (See attached screen shot)
and archive is created successfully when proceeding through the wizard.
Expected Result:

User should not be able to proceed through the wizard if services.xml is not
specified in 'Class location and Service Descriptor selection' page
