I guess someone edited the file and comitted it by accident. (I tend to
eye-ball the output of cvs diff before issuing cvs commit to avoid this
kind of problem.)

+1, especially given that it can be overridden with an environment
variable.

If it was set to default of off which it was a while back, I put code in
that if you
set in your environment DEBUG=on it would switch it back on. Seems this
could offer each developer there on preference.
