Please include "C:\tomcat\webapps\axis\WEB-INF\lib" into classpath.
Please include "C:\tomcat\bin" into PATH environment variables.
Go to "C:\tomcat\bin" directory and click on "startup. bat" file and work with "Tomcat4.01 - axis"
