I've just found that my problem was actually a bug in Axis (#Axis-346).

I have installed Axis 1.1, and I am pretty new to Axis.
I believe I ran into this same issue druing development of my first service. Make
sure that your service name is not the same as the name of your implementing class.
There's a good reason for this, I've just yet to dig into it.
Give it a run.
