I'm thinking that with a combination kit (say a Y-DNA + Family Finder (FF))

I'd test the maternal uncle. Which test depends on the goal. If you want
just his surname only, do a Y-DNA test. If you want a broad overview of
all his lines, back about 200 years from his birth, do Family Finder. If
you want both, order a combination kit.
