It doesn't state that the mother was from Velas, it states that the parents were from Sao Jorge. It states, however, that Ignacio Soares de Albergaria is Capitao-mor of Velas, Sao Jorge. Therefore, the "Velas" that the record was referring to was in Sao Jorge - which was the question you were as

Fawn S, I'd test the maternal uncle. Which test depends on the goal. If you want just his surname only, do a Y-DNA test. If you want a broad overview of all his lines, back about 200 years from his birth, do Family Finder. If you want both, order a combination kit. Family Tree DNA will have a
