Portuguese administrative divisions. In this case they are categorized by:
1. Ilha / Island
2. Conselho / Municipality
3. Freguesia / Civil Parish (the translated term is a bit stupid, but

Pam Santos emailed the CCA and got a letter back that Eliseu kindly
translated. It says:
... we inform you that we are in middle of the process of putting online
