In short, his old job needed backuppcd, his new job doesn't, so he
hasn't touched it in over a year.
Looks like it was spec'd out pretty well, though.

I am running BackupPC 3.1.0beta0. When I pull up the host
configuration edit page and shift to the Schedule tab, the IncrLevels
Override box is always checked and the value is set to 1.
This seems like a bug since my default incrlevel is [1,2,3].
