Why do you want to avoid LVM so much? You are stuck with having just 1
filesystem because hardlinks dont traverse filesystems so you are stuck with

If you run a recent version of samba, it supports hardlinks. Windows XP and
higher support hardlinks with their version of NTFS and this does work quite
well over samba.
