regarding the start-stop-daemon issue: Runscripts should always be
executed as root. Because start-stop-daemon is usually located in
/sbin you will see this error when executing the runscript as user.
Try to execute the following commands as "backuppc" user:

your BackupPC will become No. 1 target. Because when the attacker
controls your BackupPC, she can access every box within your network
as root. Nothing you really want. And in business, you will have
multiple sys-admins.. but

Grab a copy of touch win32 and write a script which will touch the
needed files. Execute it before backuppc backups (can be done with
backuppc).
