I didn't design the script, but my understanding is that it is calling on
the VSS service and then backing up that shadow copy. Cygwin is being used
as well.

Adding the backuppc user account to the Backup Operators group made no
difference.
Any other ideas or experiences to share with Server 2012R2 ?

I found the computer management gui (I'm too green on this version!) I've
added the backuppc user to the Backup Operators group. I'll see what happens
tonight.
