Is there a setting which controls when backuppc begins backing up a machine?
There are blackout settings to define when I don't want backups to be
initiated, but how can I set when I want the server to start the backup
process?[/b]

Problem finally resolved.
The error was caused by BackupPC being unable to locate the rsync binary on the
client device. The Last Bad Xfer log gave me the clue : Fatal error (bad
version): ash: /usr/bin/rsync: not found
The device is a Synology NAS server and instead of having the binary at
/u

I am trying to backup a remote device using rsync.
I have Backuppc installed and everything appears to be operating OK. I have
changed where files are stored to a connected external USB hard drive - logs
are being saved to there so the setup must be correct.

stored.
I am running Kububtu 10.04 with the official Ubuntu BackupPC install.
I changed the topdir entry in /etc/backuppc/config.pl from the original setting
of /var/lib/backuppc to my preferred location on a
