The scheme is intended to scale, letting the server control the
concurrency level since only it knows when other backups fini
set for each.

Not consecutively but there are around 9 backup cycles (including manual backup
i think).

What is your blackout setting, and are you sure the targets in
question have been seen BlackoutGoodCnt days up on the network outside
of the blackouts?
