I didn't design the script, but my understanding is that it is calling on
the VSS service and then backing up that shadow copy. Cygwin is being used
as well.

I found the computer management gui (I'm too green on this version!) I've
added the backuppc user to the Backup Operators group. I'll see what happens
tonight.
