So using off-line archive means that the restor functions in BackupPC are not

Yes, for example you can restore them offsite without needing to have
backuppc installed.

I have some problems understanding how off-line archives are supposed to work
with BackupPc. Situation is this: I would like to store archives that are
rather old (time span up to at least 6 months) on DVD:s. I have set up an
