In fact, my initial configuration was not correct.
The RecyclePool=Scratch directive must be specified in the Scratch pool section.
If I purge a tape, it is automatically moved to the Scratch pool.
But the tape is never moved to the Scratch pool after a retention period.
I have to purge it manually
The problem is that the variable RecyclePoolId is not set for the media.
If I execute "update volume" for all the volumes of the pool, the RecyclePoolId
field is well set, and recycling works fine
It seems there is a bug...

I have found my problem: I had configured "Maximum Concurrent Jobs" to 1
for the FD (bacula-fd.conf).
But the documentation is clear:

A workaround I have found is to set the slot number to 0 (using update volumes);
thus, when restoring, bacula finds a bad slot number and asks immediately for
intervention:

I would expect that bacula asks for an intervention to insert the missing tape;
