It seems like it all has to do with the Messages
section<http://www.bacula.org/en/rel-manual/Messages_Resource.html#MessagesChapter>in
the director configuration.
Maybe that's a pointer?

stop/start the bacula-fd on the windows machine to stop the backup job. This
might be a bug in Bacula but I have to be sure before I start blaming Bacula

Maybe just try adding
Runs On Client = No
in the RunScript section to be certain it runs on the server. I would think
that that would be the default but it sure is worth a test.
I presume "ClientAfterJob" has to do with running a script on the client
after the job.
