I have found my problem: I had configured Maximum Concurrent Jobs to 1
for the FD (bacula-fd.conf).
But the documentation is clear:
Maximum Concurrent Jobs = number where number is the
maximum number of Jobs that should run concurrently. The default
is set to 2, but you may set
